China Spallation Neutron Source, located in the south of Songshan Lake, is the largest scientific apparatus in China and the fourth largest in the world. The construction and operation of the Spallation Neutron Source prompt the settlement of Songshan Lake Materials Science and Technology Laboratory and Nanfang synchrotron radiation facility in its vicinity. The Institute of High Energy Physics of the Chinese Academy of Sciences (Dongguan Branch) and the Institute of Physics of the Chinese Academy of Sciences (Pearl River Delta Branch) are also settled here. Over a dozen top university research institutes from both home and abroad come to seek cooperation here. Top talents including academicians of Chinese Academy of Sciences such as Chen Hesheng, Wang Enge, and Wang Weihua and Doctor Zhang Shuyan also came to work in Songshan Lake. Building Neutron Science City by resting on Spallation Neutron Source is an important measure taken by Dongguan, which also reflects its practice of following the basic law of the cluster development of science and technology innovation. By doing so, it aims to seek aggregation of large science and technology facilities, top research institutes and talents in Songshan Lake and strive to build itself into a state-of-art science and technology innovation base with significant global influence.
1. Neutron Science City constitutes an important force that drives innovation-driven development guided by innovation at the source.
In today’s world, advancement in science and technology and innovation constitute the deciding factors of economic and social development. Seeking breakthroughs in science discovery through large scientific apparatus and guiding science and technology industrial innovation represents the new development trend of science and technology industry. General Secretary Xi Jinping gave instructions that Guangdong should lead the country on four fronts and stressed that Guangdong should strengthen innovation-driven capability and strive for independence in core technologies, key components and parts as well as major equipment in its industrial development. This in fact requires that the innovation-driven development of Guangdong should echo the trend of the times. Since reform and opening up, Guangdong has been introducing foreign investment, improving industrial structure and upgrading its industries. It has made remarkable achievements by constantly introducing, acquiring and integrating industrial innovation. However, most of such innovation just follows suit. This can be reflected by the fact that Guangdong still has to rely on others in terms core technologies, key components and parts as well as major equipment even though its economic size ranks top in the country. Under new circumstances, the innovation-driven development of Guangdong must be guided by innovation at the source and it should strive to lead the course instead of following the course. Planning and building Neutron Science City by leveraging the Spallation Neutron Source is consistent with the fundamental law of the development of science and technology industry nowadays and the realities in Dongguan and Guangdong at large. By doing so, General Secretary Xi Jinping’s important instructions on Guangdong that it should lead the country on four fronts are put in place. Moreover, the instructions made by Li Xi, Communist Party Secretary of Guangdong Province, during his visit in Dongguan on March 28 are also carried out.
2. Neutron Science City should regard becoming a state-of-art science and technology innovation base with global influence as its fundamental mission.
Neutron Science City must strive to be a leader in global science and technology innovation. In his visit to Dongguan on March 28, Secretary Li Xi placed his hope on Dongguan that it should build Neutron Science City into important pivots of Guangdong-Hong Kong-Macau Greater Bay Area and Guangzhou-Shenzhen Science and Technology Innovation Corridor. Guangzhou-Shenzhen Science and Technology Innovation Corridor is planned to be developed into a science and technology industrial innovation center with international influence by 2030 and a world-leading science and technology industrial innovation center by 2050. The fundamental positioning of Neutron Science City is becoming the core component and demonstration zone of the international science and technology industrial innovation center of Guangdong-Hong Kong-Macau Greater Bay Area. It should also lead on the following three fronts. First, on the front of science and technology innovation, it should uphold its mission and accomplish strategic, prospective, fundamental and integrated science and technology innovation tasks. It should endeavor to master core technologies that are related to the country’s core competitiveness and the sustainable development of Guangdong’s economy and society. It should pioneer mastering disruptive technologies that are able to form first-mover advantages and guide future development. It should seek leadership and independence in major science and technology area and major security area for the country. Second, on the front of innovation in system and mechanism, it should strive to be a role model in the country. General Secretary Xi Jinping pointed out that the twin-wheel of science and technology innovation and system innovation should spin together, playing their respective role in collaboration. Innovation is the engine driving China's development, and reform is the indispensable igniter. Neutron Science City should release its full potential in science and technology innovation, compete with the best, shoulder its mission, pursue exploration, deepen reform and remove system and mechanism barriers. It should create a favorable innovation environment that leads the world, converge top talents, institutions and innovation factors, and deliver new scientific discoveries, new technology results and new products in an effort to achieve innovation-driven development. Third, it should build high-quality city space and leverage its concentrated research factors, active innovation and creativity, convenient life services, favorable transportation conditions, beautiful environment and strong culture atmosphere to become a city that attracts top talents from around the world.
3. Neutron Science City should highlight the convergence of high-end innovation elements and release innovation momentum.
The building of Neutron Science City should attach importance to the shaping of space quality, the cultivation of innovation ability and reform of system and mechanism. The cultivation and manifestation of science and technology innovation strengths constitute the soul of Neutron Science City and the guideline for its planning and construction. The building of space quality and innovation of system and mechanism should both converge high-end innovation factors to the largest extent and unleash innovation energy. The project proposal of Nanfang synchrotron radiation facility should be advanced so as to be put under construction and operation sooner. At the same time, efforts should be made to accelerate the building of such key platforms as spectrometer, relevant experiment conditions and Songshan Lake materials laboratory, to introduce world-leading research institutions and teams, and to focus on the frontier areas of scientific discoveries and key technologies in industrial development. In so doing, breakthroughs in science and technology can be attained and the leading role of science and technology innovation can be brought into full play. High quality city space forms the foundation of Neutron Science City. Large scientific apparatus, research institutions, industrialized platforms and residential, commercial, healthcare and cultural facilities should be deployed in accordance with the natural conditions, research and development and living demand. Sound supporting services must be in place so that high-end talents and scientists are able to work dedicatedly and lead a happy life without distractions. Talent is the primary resource. We should incentivize researchers, engineers and entrepreneurs to devote to science and technology innovation to the largest degree through innovation in system and mechanism. Specifically, efforts should be made in the following three aspects. First, a government management system that conforms to the law of science and technology innovation and the law of market economy should be established. We should avail ourselves of the opportunities brought by institutional reform to introduce and serve high-end talents, high-tech enterprises and leading research institutions, advance the transformation of the government’s role, optimize system supply and address the problems that hamper the attraction of high-end factors. Second, a market-dominated science and technology innovation system should be built, including market-oriented mechanism for transfer and transformation of science and technology results, income distribution system that boost market innovation and market-dominated innovation investment system. Third, a talent development system that is aligned with the world should be established.
